I will say this; It’s extremely odd that a real user was deleted; Real users are only deleted when that user requests the deletion of their account. It’s strange that two completely different users had their account banned and the other had their account deleted.
Suspended users to my knowledge can’t delete their account to prevent exactly what you describe the creation of a new unsuspended account.

@10Rep Mods escalate voting fraud to CMs IIRC. They have extremely extensive tooling to deal with these types of things. It's very likely it was correctly handled - they don't suspend users because they wanted a laugh

yeah, except not really. There's more ways to identify users than by their IP. CMs, AKA SE staff, have access to a whoooooole lot more tools for identifying socks, including fun tracking stuff like the browser, the GPU, the OS... You'd be surprised how many bits of identifying information you send on each request to the interweebs. And again, bypassing a ban is also not allowed, regardless of whether the accounts have interacted or not

@ZoeTheLockdownPrincess Ann said before that the other account belongs to her sister. Assuming they live in the same house, it can explain everything. Nobody except someone who is actually physically there can prove or disprove what @Ann is saying, that it's really a different person.

As long as they really do not interact with each other, I don't think it should be forbidden to have those two accounts, but I really don't know what happened on SO and can't know, so staying out of this.
Ann, your best shot at this stage is sending a contact form to SE staff, and hope for the best.
It can take weeks, but I'm afraid that's your only way out of the pit you fell into. Good luck!
Adding to my previous message, if Ann really has a sister who had account that was deleted, the sister creating a new account while Ann being suspended is NOT violation of any rule, Ann just have to prove somehow that's the case. If I was in her place, I'd take a picture of us both with some proof e.g. in front of SO front page, and send this to SE staff after they got back to me via email.

Again, this will take long time, it's not ideal, it can still fail, but that's really the only way I can see.

All this is moot.
A question that asks 'does my suspension sound fair' has no place on MSE, and one that's about a suspension on a specific site should be closed as only applicable to that specific site.
I'll repeat here what I've said under the question, before freezing this room:
Ann, we've told you before that we can't tell you whether or not your suspension is justified because none of us have access to the details surrounding your suspension.
Please refrain from discussing your SO suspensions on MSE: It's a suspension on SO, it's specific to one site, if you really have to ask to figure out how to avoid making the same mistake again, ask on Meta SO, do not try to circumvent the restrictions upon your account by posting here. The person that had their account deleted should fill in the contact form if they want something done, not have you post on MSE.

I'd love to see other people not enabling the specific behavior, if at all possible.
