It's not like it's hard to understand.
The problem is they think they know it.
So they don't read farther even when they have the definition in front of them.
 
Can you make an example where it doesn't apply?

That would be the most terse example of a non-*ad hominem* argument.
An ad hominem version of that would be "You're wrong because you're stupid."
The difference is not subtle.
