There are so many things wrong with that approach I don't even know where to start
 
It's kind of a dilemma; when you add a rep-requirement, some (most?) askers will do anything to be able to ask, no matter how bad they are (e.g. suggesting bad edit). Meanwhile, they only need one acceptable suggestion edit.
 
It's about resistance. One more barrier will turn away 80% of the vamps.
Now, of course, the suggested edit review system is broken and that needs to be fixed, but that's a different problem.
I've been in favor of removing the +2 rep from editing.
