It would be kind of nice if we could award bounties on one site using rep from another site; but I'm pretty sure that has been proposed and declined already.

That's only a cost if he intends to actively participate on the site (in which case, arguably, it's too much of a cost). For someone who just registered in order to award the bounty, it would be no cost at all.

There's an opportunity cost: the user can't set a bounty again. It's a "free sample", one gets one bounty to set per site. Which hasn't led to any actual problems afaik.
