I voted to close this question earlier today stackoverflow.com/questions/37248377/… . I had three reasons: it seem too broad; answers would be opinion based; and it is on the wrong site. The author disagreed and it seems that two others have upvoted his comments. Was I correct in believing that this question should be closed?

@sandwich The limit is determined by the number of items in the queue. So if that drops below 200, and you've already reviewed 20 items today, you won't be allowed any more reviews.
OTOH, if you review 20, hit the limit, and the queue then rises over 200... You could re-enter the queue and review more.
