AU being somewhat special as a "support minded" site (contrasted to Unix & Linux), it would make sense to have more aggressive site-specific deletion rules for them. All those vaguely described installation problems that someone had 3 months ago...
 
the problem, as with SO before it, is one of prioritization.
on SO it's taking triage + increasingly heavy review dequeing rules to get enough attention for the seriously problematic stuff, because folks keep using close votes as downvotes and those'll overwhelm the system otherwise
hoping we can use a lighter touch elsewhere

Supposedly answers and questions are very slightly connected, but I doubt it has much effect as I've seen people with reasonable answers but relatively poor questions remain question banned.

If it's across multiple sites I would use the "contact us" link at the bottom of the site. A site-mod can't really do much about a single downvote on a site and won't see the pattern. So they'd have to escalate it anyway.
