And, you're welcome to ask here, this is a general chatroom. It's not an official room in the sense of "you'll get a reply from an employee or mod" but it does tend to contain people who are active on meta and know the system pretty well.

Unce upon a time, Jeff saw that SE scrapers were ranking above SE because the scrapers were putting the top tag in the <title> element and SE wasn't
so SE puts the tag at the start of the <title> tag unless the tag is already in the question title
It puts it at the start because it squeezes the most Google juice
 
so, unless your question is phrased naturally with the top tag in the question title, don't put it there
the site will do it for you intelligently

The only valid reason I can think of (well, semi-valid) is a Meta post like "Could we merge the [blip] and [blup] tags?".

I've not thought about historical locks at all. So lemme ask. What's the difference between historical lock and having the whole thing closed but still present on the site? Is it that the lock prevents deletion and has a "this is not a good example of what is on topic now" message?
 
I would have it locked if it picks up a lot of new answers that are all the same
And that would also prevent it to be deleted I believe.
