How is the new /review keeping the low quality and suggested edits queues consistently near 0 on SO, yet leaving the close vote queue at sixty thousand?

Does anyone know where I should post questions regarding linux commands such as grep, find, top, ...? Should they go on Stack Overflow or Server Fault?

You can get rep from editing but only past a certain threshold... you can get badges for editing 500 posts (copy editor) and as for comments, an editor of a post can be pinged... even through his user name does not appear in the autocomplete list..
