In response to feedback request by @YaakovEllis (you may need to press show more I think):

1) More consistent moderation, 2) fewer fewer fewer forum-like thread comments

1. privileges for moderation need to be at higher rep levels, and require experience, for example, one cannot approve a tag wiki excerpt unless they've submitted successful ones before and understand the difference between usage and definitions; for closing, a tutorial based on site examples, etc

2. this is a bit futuristic, but do away with the comments as they are now (except for meta-sites) -- comments are to point to

@ymb1 I'm pretty sure everyone has contemplated "What would happen if we were rid of the bloody comment function?" at least once, but they're kinda the necessary evil, to remove them seems a bit drastic.
Without comments, you're opening the floodgates for NAA.
BTW, I just wanna point this out:
MacLean et al.'s "Response" to Tang et al.'s paper gives this stronger summary: "Given these flaws, we believe that Tang et al. should retract their paper, as the claims made in it are clearly unfounded and risk spreading dangerous misinformation at a crucial time in the outbreak." — mgkrebbs yesterday
 
why wouldn't the alternative tool help here? one can mark the whole post as "this doesn't address "X" in the question"

@ymb1 "add a comment" is a bit too general, IIRC there was this experiment in which they replaced it with "suggest improvements"; I forgot what became of it but the stats showed it was successful.
But something like a variable question; "I think ______ needs to be improved" is still too rigid for the comments purpose

Say, on Chem, we sometimes tell people not to use MathJax in the title after editing. The only place this tidbit has to go is in a comment, but where would we put it otherwise?

in this case: editing
those who wish to community moderate (I'm one of those), need to be acquainted with how the site works

I'm realistic and I know it's kinda futuristic -- compare Wikipedia with SE, in terms of tools, Wikipedia still feels like 2003, SE feels like 2012-ish, maybe something will come along and be the next thing, maybe SE can be bold if they have the resources to experiment, maybe all this isn't worth it, since the programming sites may not need all this stuff

Well, there had (has, maybe) been disconnect between the community and the company for quite a while, and they were (are, maybe) unlikely to listen and implement what we ask for even if there's vehement support behind a feature request. There has been promises again, and some of them have been followed through, to be fair, but right now it doesn't seem like the right time to expect a new idea to be implemented

So the main task is to slow down the disease in order to spread out its spread over time. Ease up the strain that's put on medical systems.

But the fact that the second has only nine votes speaks volumes about its visibility.
 
I admit I show signs of resistance to change and I did abuse the quoting styling beyond its design limits due to its different color styling. I personally think pages become a bit duller but I won't support proposals that add color back outside of the colorscheme for a site.
 
When I think about it, the yellow was a bit too yellow, but that doesn't mean no background is a good thing
Quotes are always very discernible from the rest of the text. It's either a different font and font size, or a color background
