I am not really sure what "CM poke" means, but since I read that you mention internal SEDE instance, this is probably something that is only available to SE employees, right?
I am not sure whether I get around to this at some point in the future. Perhaps when I have a bit more time.
The reason I asked about this is that some time ago on Mathematics the change was made to show "How to ask?" page before the first question.
I wanted to find out whether this helped a bit. Maybe something can be gathered from site analytics, but perhaps a good thing to do might be also to look at some data form SEDE. Like percentage of closed questions.
There was a similar discussion on our meta after registration for asking question questions was instated: Registration to ask a question – has it made a difference?. But this was asked not that long after the change, so probably. The longer time interval, the more bad questions are already deleted (which skews the statistics if I look only on the post which remain on site).
 
@Martin yes, SE staff (normally a Community manager) have an internal SEDE that is either refreshed daily or even allows poking at live database.
 
Ok, it's interesting to know that some of the diamond users have more data (including the ones about deleted posts).
 
@Martin what I tend to do is prepare the query in SEDE making sure it runs and gives insight for visible question and then post on a meta to ask if a CM can run that same query for deleted posts as well and share the results.
 
I hope that I find time during the next year to look at this. But I'll probably try first what I am able to get from the public available data. After all, at least something can be gained from the PostsWithDeleted table.
But it is good to know that there is also this possibility.
