There's a site setting that overrides privilege levels on a graduated site and forces them back down to public beta levels. But it has nothing to do with any styling.
All privileges are site settings too, so they could also be manually adjusted if it was really necessary

The first two just advance the task, while the last requires the user to select a flagging option before the review gets recorded. One problem is, "Requires Editing" is only supposed to be used for cases where the post is a good, on-topic question, and the only things wrong are spelling, grammar, etc., but it's often used for a wrong reason:
