Most wikis take far too much effort to actually log what we want. A simple weblog would work, but there aren't many that are actually still simple. Everything seems to want to grow and become a huge mess (wordpress).
The annoying thing is that Jeff even includes team collaboration as one of the example use cases of the stackexchange-chat. But unfortunately that use case appears to be only available to moderators, and people employed for SE.

If I changed companies, I'd probably write a new one. Incredibly useful tool. If you're not going to use the motd for tracking changes, this is the way to go. ;)
It supplements change control, documenting builds, build processes-- it's the definitive log of all changes.
 
Well it is not really tracking changes so much as something between what we put in the ticket system. It is more team-chat, then change-log
