I've always wondered why the Programming Puzzles & Code Golf Stack Exchange did not get a more "custom design" like most of the other "graduated" sites I see. I mean, it doesn't have the word beta below the name, and I thought one of the perks of "site graduation" was getting a custom design...?

@hichris123 No, but I might have closed it for too broad. As I see that I have down voted some link only answers that might not have helped. Maybe I should have protected it instead but I'm not sure if those low quality new answers could have been prevented with protection. I'll rant on meta about it being re-opened by SE staff ;)

There's no harm, but there's no real benefit either. It's like the old adage about a tree falling in the forest and nobody there to hear it. If a user falls in the forest with an offensive username and you're the only one to see it, did they really fall?
 
Even if the user has no activity, what if he decides to start posting again?

Well, if the user posted offensive content in the past, that would've been flagged and that leaves a mark on the account.
If the user didn't post offensive content... well, maybe the username should be reset but it's still not a huge deal.
 
@hichris123 Users like that usually are either banned or have their name reset.
I'm not saying it's a big deal. I'm just saying there's absolutely no reason not to flag an account like that.
It takes close to no effort to flag it. Same for resetting the username / banning the account.
 
Ask the SO mods, I'm sure they'd disagree. :) Everything takes effort.

@qwer That user had an account on that site only, a Russian-language site. The degree to which something is offensive doesn't translate easily between languages.

So, yea, if a SO mod tells me I shouldn't flag accounts with offensive names, if they have no activity, sure...
But I find it hard to believe a SO mod would consider it "Not worth their effort".

FlexoI flagged this user as having a possibly offensive name (another example): I said "possibly offensive" because it's possible it's a genuine surname I wasn't aware of, but googleing didn't show any evidence and urban dictionary pretty much matched my definition of it which seems offensive. I just find it hard to believe that the official stance on reporting offensive names (on empty accounts) is said to be: "Don't, it's a waste of time"
