@TheGuywithTheTux Nah, it's different. One is a hook to get people to look at your question, the other summarizes your problem after people have read the question body.
For example:
"Show a caret in a custom textarea without displaying its text" is read first, then after describing the difficulty in solving it myself, my core question is "Is there a way to show the caret without making the textarea's text visible?"
Yes, it should always be similar, but probably not usually the same.
 
I was just thinking that they're so similar that it is possible for them to always be essentially the same.
And by combining them, you can also get rid of the entire "writing a good title" help section.

The more text you put there, the more likely it is that the poster will give up and not read any of it.
However, there are some convincing arguments for keeping them separate.

Q: Why does Ask Ubuntu have a special Top Bar?

ʞunɥdɐpɐɥdI was looking at how the new top bar looks on every Stack Exchange and I wondered. Why do the Linux enthusiasts have a different top bar unique of all Stack Exchange websites ?

Best I could find, SE has strived to remain consistent with the design on other Ubuntu websites.

Aside from the design and branding requirements, Canonical does not intervene in the operation of Ask Ubuntu.
The top bar is, as I said, probably mandatory as a matter of contractual obligations, but that's pretty much it.

Now, this is speculation, but "reached out" may have been a letter from a Canonical attorney requiring compliance by a certain date.
I would not be surprised if the letter stated something along the lines of "you are reminded that Ask Ubuntu is required to comply with the Ubuntu Brand Guidelines ... we ask that you make the following changes ... you must include a navigation bar at the top of each page on askubuntu.com that is substantially similar to the one displayed at ubuntu.com ..."
