If it requires significant server-side code to get that integrated I assume they can't use the current deployment model anymore. Or at least it makes it more difficult
Not sure how relevant that topbar is if you're targeting non-SE users as well (I mean people who will never ever going to create an account but still read the blog). Not sure how many that will be but that might influence the descision to go with that idea or not.

@Oded Nicael want to propose to have the topbar on blog.stackexchange.com. That requires authentication which doesn't fit well in how the blog seems to be set-up now/ being deployed. I reasoned that the authentication part would be the hardest part.
Once authenticated the rest could be done within 6-8 weeks
 
@rene it very well may be. The blog is on a completely different platform (OS/language) etc... than the rest of the network. There may be a way to share some information, but I doubt it is easy to make it work seamlessly and correctly.
 
Oh, I did get the ruby didn't notice it wasn't running on a Windows box...
