@Braiam There are two possibilities if you don't know what side of the line the circle is on. But the process is this. First, obtain a perpendicular vector to the line: (b, -a) will do. Divide this vector by its length, sqrt(a^2+b^2). This creates a vector of unit length. Multiply by r. Finally, add it to the point of tangent, and you'll get the center of the circle.

I changed my approach to closing [on math] slightly; not going to off-topic/no-context thing anymore, just voting as unclear when there is no question asked. As in the above example.
 
I find that to be much more efficient in general.
Note that this page could be made editable if the Math community finds that more specific guidance would be useful.

If the HI queue is serving a purpose (prompting useful edits), then it should stick to that purpose - adding other tools dilutes the focus of the queue, which has traditionally not worked well in review. If the HI queue isn't serving its intended purpose, then we need to retool it or remove it entirely, not convert it into yet another LQ/Close/Triage queue - we have those already.
