Life is inconsistent. They were looking for a Russian-speaking CM. Found one who already had a site (in fact, a network of 3 sites modeled after SE). Considered pros and cons of migration. Decided to go for it.
"Translate English SO" is quite different from "migrate an existing community to SE platform"

I think one of the biggest contributors to craptastic questions on SO is the belief that one should wrap one's entire code in a try-catch block and ignore any sort of debugging.
