@Shog9 I think it's a problem because users are getting confused and crap passes through without getting the moderation it deserves in the triage. The argument is that OP can salvage it with an edit, hence it isn't unsalvageable. Sample stackoverflow.com/review/triage/6404038, stackoverflow.com/review/triage/6392659. The second review post was unsalvageable in revision 1 and 2, but it's the "author can edit to fix" which leads to incorrect reviews.
Either that, or I am reviewing incorrectly :/
