Upvotes were supposed to be used to show quality, and good stuff gets upvoted. That doesn't happen, even link-only answers gets upvotes. People just upvote for the sportsmanship badge or for the sake of voting.
On the other hand, users don't bother downvoting or correcting wrong content, and even if they do the poster either doesn't realizes it was wrong or never understood the question on the first place. Eventually it gets upvotes anyway, because the bypassers who reads it liked it.
