@Undo in seriousness (even if it was a joke idea), we would just have the system do it. A multiple choice test with only one right answer. Get too many wrong and you're asked to read the help center. They won't and will attempt to take the test again, this time with (somewhat of) a knowledge on what the right answers are.

Basically, every time they would take the test, they'd get a higher score because they remembered what the right answers were.

They'll either get fed up and leave (especially if their question would be a poorly written homework one), or, if they are really determined to ask on a "professional" site, will continue.

Stack Overflow is a site for professionals, not kids in high school who need that homework assignment done by the next day.

We want high quality questions, but the high amount of bad questions wears people down. (Remember the CV queue problem?)

We have many filters and systems in place to weed out bad questions, but they don't work. And without the numbers, I won't change my mind on that. Block them from asking the question, and maybe we'll stop them at the source by only allowing people who truly care about the community to ask a question.

Oh wow. For a joke proposal, that actually turned out good. I should feature-request on Meta.

Now the question becomes: Meta SO or Meta SE?

Mosquito shoo geraniums were biogenetically engineered with pockets of citronella that rupture and let out the citronella into the air which irritates the mosquitoes feet as the plant grows. They are winter hardy only in tropical regions so they are normally used as potted houseplants.

@J.Musser philosophically, because one can make contributions to the SE community there. Technically, because it's a "main" site. The other metas are what we call "child sites", where your rep is determined by its associated main site. SE doesn't have a "main" site and it's independent of all the sites anyway, so independent reputation there makes more sense
