Hmmm I wonder how viable it would be to raise a flag on a new account's first post if their is an account on their same IP address that is currently suspended.
Or broader, blocked from posting questions or answers - not necessarily suspended.
 
That seems worthwhile, although given shared IP addresses you might have to take the length of suspension into account (longer suspension, more chance of IP address being used by someone else).

@hichris123 That happens when a user has utilized ill-gotten reputation to place a bounty. The following day a user was removed that lost him more reputation than he had, so the system "created" 50 reputation to account for the bounty he had already placed.
So everything adds up.

So, there isn't anything appropriate on the Stack Exchange network that would be suitable.

Most architectures are specific to one codebase and are not generally something that can be shared.

Frankly, I don't see how architectural review could ever become a SE site given how narrow the focus of each question is and the amount of effort that would be required to properly answer one.
