Raghav SoodI was going through the flagging queue today, and hit delete answer on this. However, it opened up a dialog asking for an Undelete vote: Could this please be rectified, and can we have already deleted answers removed from the queue? (I'm guessing it already happens and I got cached)

I recently found someone answer a rather dump Python question within 45 seconds with a fully formed answer.
I can type fast, but that was a speed record, so I complimented the poster on his speed.

with the following data :

Did I do something wrong here, should it not be closed or is copytheft not something that requires intervention?

Well, there are posts like stackoverflow.com/questions/608912/… where the dupe was deleted because the account was nuked. And that's one out of a series asked by the same account, I think.
 
I was rather confused at first because even though deleted posts don't show up in Data.SE, the links between the deleted post and the (probably deleted) duplicate never get removed.

I understood his analogy. When you are picking a person at random, you'd generally write down each person's name on a folded piece of paper and throw them all into a hat (or perhaps a bowl) and choose a piece of paper.
Probably don't want the connotation of being chosen at random on your nomination though.
