Mod elections have a secret part where a psychological evaluation is done by the SE team. Candidates must pass it, else they will be disappeared from the roster. The eval contains questions like "do you like hurting defenseless animals?" and "are you prepared to break state and federal laws to drive away new users from Stack Overflow more effectively?" They must answer at least 75% of those questions with "yes".
