Can I flag a user for using two accounts on chat...?
 
Technically, you can flag someone for anything you like... whether it's good to do so is another question.
Having multiple accounts isn't against the rules... unless you're using them to break the rules.
 
@Catija Is using one account to ping a user repeatedly who doesn't want to respond and using another account to defend repeatedly pinging against the rules? :-/

@Wolgwang There's a very small number of people I've encountered who do that, and asking or using the contact link is of no use; just block them (click avatar, on left) all, they'll still ping but you won't see or hear them.

@Rob This is good advice for when a user uses a single profile. If there are more than one, a chat moderator flag is definitely a good idea.

Should I post a self-answer here laying out what I want to do? Initially I kept a formal proposal out of the question so that it would be a more neutral discussion.

@EkadhSingh-ReinstateMonica Hmm... Well just note that community wiki shouldn't be 'abused'. See stackoverflow.blog/2011/08/19/the-future-of-community-wiki and scroll down to 'community wiki is primarily for answers': It's only to be used if you actually expect or invite others to share in the 'completion' of an answer.
Especially on sites like MSE, where community wiki is sometimes abused to avoid downvotes, moderators pay attention to people using it 'properly'. I would say what happened on TWP meta isn't exactly 'proper', but it doesn't matter that much there as it's meta and no rep was involved anyways.

Why is Slateā€™s Area 51 profile listed as having one rep? (Also shown as having one rep in her network profile at the bottom), Sheā€™s been a member for 2 months, so I donā€™t think itā€™s caching, and she hasnā€™t been downvoted or downvoted enough to lose that much rep (shown by her lack of posts and badges)
 
Short answer: Area 51 is weird
It's an SE 1.0 site (hence the different look of the site), and so a lot of stuff doesn't sync up the way it would if A51 was updated
 
There is one user who sometimes uses abusive words. This is not the problem though. The problem is whenever the mods delete his (or even her) message he always gives them the link to his own chat room where he/she has made his own COC (Code of conduct) and says that in his/her COC (which he/she made himself) this is allowed and links his/her COC. Should this behaviour be flagged?
 
@JitendraSingh Just so you know, you don't have to ping Catija/Philippe, you can just ask the chatroom as a whole
Save CM pings for (informal) questions that only the CMs are likely to be able to answer

@JitendraSingh linking to your own COC is not abusive by itself. If it gets annoying in the normal conversation of a room, a custom mod flag can help to make mods aware of this behavior. They take it from there. Do know there is an "ignore" button in chat if you have one user that you get disturbed by.

@JitendraSingh just (nicely) tell the user that while they can create a COC for chat rooms that they own, they still also have to follow the normal one.

their own coc holds no more power than someone claiming their freedom of speech is being infringed upon for having their abusive messages removed. Telling such users they're wrong... or giving them warnings, rarely accomplishes anything

the reason I even got that message was because they said another mod violated this supposed CoC and I asked if it was some official Math.SE policy or if they made it up. Which is really quite an innocent question as someone totally uninvolved with Math.SE except the way too many times I end up handling its chat flags, but of course they didn't answer that and responded by saying I too had broken their CoC

@JitendraSingh The person you're talking about is not a mod, so you have no reason to worry that they will see the mod flag. Please, use the existing avenues to report things rather than going directly to staff.

How did you get q-banned on meta?
 
Question bans on per-site metas other than MSO work the same as on main Q&A sites; no exception for downvoted feature requests or things like that.

On MSO, the ban is disabled. Only here on Meta.SE is there a ban that's much harder to trigger.
It used to be disabled on all site metas, but I think what happened was that they were accidentally enabled during a configuration change, then someone noticed on Meta.SO and disabled it there without checking to see if they were supposed to be so on other sites
 
inform someone else of the bug who may be willing to post it

@rene Can you please close meta.stackexchange.com/questions/370886/… as a duplicate? There are three close votes as off-topic, including one that's for "specific site" (which is incorrect, it only mentions SO in passing and isn't only relevant to it), and two that are for "no longer reproducible" (no confirmation that caching problem has ceased). The duplicate is relevant to their problem.
If it gets another regular vote, the off-topic votes will override the dupe reason.
 
@EkadhSingh-ReinstateMonica If the bug doesn't concern a security vulnerability, yeah, just tell someone else about it, including how to reproduce it, and have them post it.

@KevinB @Spevacus They should be able to independently reproduce the problem on their own first. There's precedent that users can't post on meta on behalf of banned/suspended users, so the only legit way to do so is if the other reporter independently reproduces the issue and files the report on their own.

Well, hereā€™s what the moderator told me to post a bug report about: this answer by a former employee states that historically locked questions wonā€™t show up in the highest voted section, and then marked the question (presumably for the reasons mentioned in their answer), but their answer is no longer true
 
@EkadhSingh-ReinstateMonica I independently reproduced that problem a couple weeks ago, but got sidetracked before I could post a report. I'll do so later today, as I have enough background info for that which I had assembled at that time.
