Can someone tl;dr this whole thing? It makes no sense to me.

So a company can buy the rights to tags on SO or something?
 
Depending on what you mean by "rights". They can't control moderation, or who uses those tags (except to the extent any user can). But they can mark certain people with icons that indicate their answers are more trustworthy within the tags defined by the Collectives.

@bobble I agree with you. It also seems like a bit of a feature request, considering the last bits of the question. I've added the [external-sources] tag which, while it doesn't have usage guidance or a wiki, I feel does apply here - And removed the site-recommendation tag.

They linked a question in their question, which was by another user. Their MSE account has a linked SO account, with a couple of downvoted Q's, so they are probably Q-banned on that one.

@Luuklag I've given your watch some regex magic to catch the broader scope you mentioned, and also added a negative lookahead to ensure I'm not double-detecting the domain. Given that this user likes to spam this service (and not just this domain) this keyword watch is a great idea. Thanks for proposing it :)

@Luuklag Yes, the negative lookahead (this string: (?!\.com) ) ensures that this detection doesn't double-dip and also detect the domain (alpineramble.com) which is already under a watch regex of alpineramble\.com. However, this spammer doesn't always actually spam this domain. They tend to just use the keywords "Alpine Ramble" or "Alpine Ramble Treks", so we'd want those watches to be separate so they can be individually blacklisted if they gather enough true positives.

One "benefit" is that it's a new request to implement these very old requests: meta.stackexchange.com/q/92809/282094 meta.stackexchange.com/q/261326/282094 - between then and now it doesn't appear that there's been any requests to add a new close reason: 'Apparently Abandoned' (IE: asked and didn't come back in two weeks, or reply to comments).
