Is it better to flag an offensive comment as RA, or to flag it with a custom reason and explain my reasoning if it might not seem obvious at first glance?

In particular, a comment condemning Palestinians in general as terrorists.

I can't think that one that won't fit that situation from a certain point of view.

Its not much help but pick the option that works the best. The first if its obviously terrible, the second if its less obviously terrible...

I think calling a whole group of people terrorists is probably fairly obviously not ok

So unless you think it absolutely needs explaining - or its a flag asking for a review of several comments or a conversation , I suspect a custom flag would be vaguely redundant
