On other websites it's the parent's account, the child types while the guardian looks over shoulder; my understanding is that here it's simply not allowed, if discovered and proven.

@Mithical well the person himself was pretty chatty about it, that's why I was fully expecting the new account(s) to be nuked, but they weren't.

My point is, that if there's a process it can be added to a faq, so underage users who can really contribute will have something to hold to.

IRL it's maybe one in several hundred that a teenager approaches me. But I guess online rules are lax and potential consequences are not well thought out, and getting attention is important.

People I know who have kids have kids that are reasonably behaved.

When I was a teenager I wasn't too out of control. For example in high school we could choose the ordering of our classes, so a couple of years I arranged the classes that you could leave early and the ones that you could arrive late for adjacent to my spare block. That allowed me to go to the bar and watch the strippers from 16 years on; for a teenage guy that's a great accomplishment - as long as your marks in school don't suffer.

If I had a teenage son the usual rules apply: don't drink too much, don't get arrested, don't get nailed for being intoxicated at school and most importantly don't let your marks suffer.

Easier said than done, yes; but not impossible to do.

Okay, maybe the ones from the neighbors but they're basically raised to be germophobes so they will just sit and be quiet, but even that is unsettling.

I live in a reasonable area, with the unreasonable area a few km away; rarely does too much craziness spill over into this area; and I think many of us are tolerant of the bi-weekly 'explosions at the police station' (kind of like fireworks at the park, but less safe and much noisier) and are willing to put up with a few hours of deafening explosions from time to time.

So that's not unsettling for me; apparently @Sha finds it confusing and unsettling, and he lives half a world away.

Deafening explosions aren't that uncommon here either, but usually it's just tanks at the firing range.

If you live across the street, and along the escape routes, I imagine it's much worse than being a couple of blocks away.
