The up and down of the mod council will be what they'll do when push comes to shove
what if there's another monica situation? what if it's significantly worse yet? Will SE listen to the council and back off? This is why people want guarantees. Without them, it's not really going to inspire confidence of trust
Having a supposed regulatory instance whose only purpose is to reign you in and then not actually giving them that power is pretty much akin to regulatory capture. If this is going to work not only does the council need a binding veto in any mod removal and reinstatement decisions, but it needs to be elected by the users, not appointed by SE.

Ultimately, if SE wants to do everything they did to Monica again, there's no amount of policy or mod councils that can stop them
 
what they're getting is an absolute monarchy with a paint job
This is why SE if they're serious about this needs to make public and contractual commitments to cede significant decision making authority to community elected bodies
basically if push comes to shove and the opinions are opposed they should lose.
 
@Magisch also, to be fair, SE was willing to give the council a binding (except for legal issues) veto; the council declined it because there were concerns about being seen as the arbiters of moderators or "supermods", which... is not what it was created for.

You never design an agreement for the good times when you're on good terms. The only scenario in which this has potential to be useful is when we get another bad situation that is bad enough that the council may need to tell SE management to shove it
Same way you don't design a partnership agreement or a work contract for the times when your interests align and you all get along

Wikipedia is a rather peculiar construct of rules, traditions and "this is how we've always done it" mixed with written policy
kind of like the UK (lack of a) constitution

well, Wikipedia also doesn't deal with solving problems like Q&A sites

was there ever implemented a way for temp banned reviewers to see for which bad reviews they got it?
to learn from mistakes
 
They usually get an example of a bad review and I think mods can write a text message that comes with the ban
 
seems like it should be a core feature designed to fix the bogus reviews and also notify the reviewer of their mistake and offer some guidance like "maybe don't review questions with this tag until you learn more about it" or a checkbox to ignore a tag if they aren't interested in learning/ don't like it

I posted it on Codidact because I know it's impossible to change something so big in SO/SE at this point
and since Codidact is just starting out, it's still possible to propose new big changes there
I once spent several hours explaining certain new ideas here like "reactions" or just in general voting that does not end with "up" and "down" arrows, but it was not understood at all
I think it's the age of the community - most users are so set in their ways they're used to, it's not a reasonable expenditure of time to try and convince them to change or adopt new ideas, it's easier to just create a new community, and people who understand how it works and agree to use it will come
