If I had previously posted a bug report (currently status-review) and I now see that the bug is broader than I first described, what should I do? Should I edit the original (which would significantly change the question and its tags) or post a new one and vote to close the first one as a duplicate of the second? Or something else?

Any feedback submitted is subject to review, too many mistakes results in a ban - so read the Help and Documentation regarding offering correct feedback.
If there is a sufficient number of responses that label a post as spam it can be deleted. If the same user is reported enough times the algorithm adds additional weight when calculating the score for their posts. With enough input things can function automagically, with insufficient information (or for a double check) Smokey will post a message asking humans to review the post and submit feedback.
Theobromine poisoning, also informally called, chocolate poisoning, is an overdosage reaction to the xanthine alkaloid theobromine, found in chocolate, tea, cola beverages, and some other foods. Median lethal (LD50) doses of theobromine have only been published for cats, dogs, rats, and mice; these differ by a factor of 6 across species. At doses of 0.8-1.5 g (50-100 g cocoa) per day sweating, trembling and severe headaches were noted. Limited mood effects were shown at 250mg/day and negative mood effects above.

I've been slowly cutting back my activity around here, while still hoping beyond hope that SE would somehow fix things, but at this point... the future looks bleak. @StopHarmingMonica Back of the Napkin math says that at a LD50 of 1000mg/kg body weight, to actually get theobromine poisoning to the LD50 amount, a normal size adult human would have to eat ~38kg sweetened chocolate in a short amount of time, or ~7.5kg of unsweetened baker's chocolate. It feels like for the sweetened chocolate that if you're consuming 38kg of what is mostly sugar and cocoa butter, theobromine poisoning is not at the top of your concern list
and, obviously, I reckon that eating 38kg of chocolate in a short time even if it were possible would result in the majority being ejected undigested from your body. And given how fast the human body metabolizes away theobromine, it doesn't seem like it's physically possible to eat that much
in brief, I think you'll die from hyperglycemia or the following sugar crash rather then that
same way that getting enough THC in you to kill you is impossible unless you inject it pure into your veins via a drip, as the other particulates in the smoke would do you in well before then
