They're using an ad network. If you want an inappropriate ad, use any site they've enabled it on in incognito mode and refresh a couple of times.

They still do but there isn't one around that isn't incredibly sloppy with categorization
part of why I have adblocker everywhere. There isn't an AD network that isn't regularly hacked, used to spread malware, susceptible to miscategorization, etc.

usually when it wrongfully happened to be was because I asked an obscure question which nobody can quickly judge if it's a dupe or not, so they just close and err on the side of "if the user doesn't care, all the less work for the reviewers"
I dislike that approach as a user but I can't disagree with its usefulness to the current state of the community
it's the same as nuking entire comment threads if only a couple are derailing and 80% of it is fine
feels bad but keeps things afloat

I'd guess sending emails like that needs to be supported by either someone or something, and tech just dies over the years and people forget to update the spam configs/lists, so that's why it decreases over time
