@MSOGA As far as you know, do the Announcer-series badges check XFF headers (so that multiple people using the same ISP that uses dynamic IPs and happen to be assigned the same IP get counted properly)? Also, is there any sort of IP blacklist (e.g. to prevent people from using VPNs to game the badge)?

I don't know how hard they work to prevent badge gaming: this post seems to be the only discussion of abuse, and it does not have technical details.
