@Asuna Yes, I'd understand that one would want to change an old form of duplicate closure to the new form. This is not what I'm asking about. What I'm asking about is Shadow's decision to reopen and immediately re-close a question which had already been voted for reopening by another user. This effectively clears the reopen vote and forces a unilateral decision.
Also, Shadow has in the past cleared close votes by immediately closing and re-opening questions with active close votes, so I'm wondering if he did the same here.
The consensus is that users shouldn't use the dupehammer to clear others' votes.

@SonictheIntrovertedHedgehog I didn't clear the vote on purpose, I cleaned up the old messy dupe-close mechanism which left the "possible duplicate" text in the body of the question. I do it whenever seeing question closed in the old style and can hammer it.
If you think it's not a dupe and already used your reopen vote, you can still flag.

@ShadowWizard True, and as I said, I'm not raising an issue with the mere fact that you are changing an older-style closure to the newer style. But IMO if there are one or more active reopen votes, you should let it go in the meantime. There's no particular hurry in changing the form of closure.

@ShadowWizard Just set an alarm for four days later, when the reopen vote will have aged if no one else had voted.

Meh. I don't see the problem. It was already reviewed as leave closed, so unless loads of people watch that question each day that reopen vote would've aged away anyways.

When in doubt, assume it's being reviewed.
Plus a "leave closed" review doesn't preclude external voting from reopening the question

@Tinkeringbell There was recently a question that was almost entirely voted for reopening purely through external votes. Plus, one of my questions over on IPS got closed despite a "Leave Open" outcome in the CV queue. So loads of people do indeed watch questions from the homepage.
I often pay close attention to the review tasks of questions I VTC or VTR, and if the reviewers aren't vetting the question properly and giving the "wrong" review, I often go seek out external votes.

But even in the case of closing again as a different duplicate, that's not a big deal: The question is reopened because it wasn't a dupe of X, and closed because it is a dupe of Y. Shadow doesn't have a gold badge for nothing.

Falling asleep almost instantaneously for about 30 seconds, then resuming working like nothing happened.
seems like a sleep deprivation induced black-out to me, but I don't know.

If Smokey was created by some external company and used by SE as third party tool then I'd agree questions about it might be off topic, but that's not the case. It's created and maintained by SE users.

And if the bot goes out of control and have too many false positives, SE can ban it.
 
Here's an analogous situation: Stacks is a design framework developed by the SO team and increasingly used on these sites. It has its own project page, bugs database, etc. If you find a bug on the sites that's caused by Stacks, feel free to report that on meta - you shouldn't feel that you can't talk about it here just because it happens to have its own project.
