The question are multiparts and made it... "annoying". The title asks if ExpressVPN is spyware/malware, but the body asks how to monitor it. The ExpressVPN dev answered the title.

Only thing that I can say is that I can totally see users wanting to avoid joining / contributing to specific sites "thanks" to the local community. If that is the case, I don't know.
To be fair, I for one try to stay away from Arqade despite being probably able to contribute there.

at that point it's no longer visible on the homepage and any additional downvotes just increment a number
 
-3 means "meh, it's not really a good question". -22 means "It's a really bad question".
The difference is important.

Otherwise, having it on the specific site doesn't do any harm, site mods can handle these kinds of behaviours and having that recorded on the site the problem is happening makes it possible for those site mods to make better informed decisions ;)
@Bookends I think there's also this thing where people leave letters out making them easier to misinterpret, and somehow that always ends with people recognizing sexually loaded words instead of the more innocent alternative
 
One of my biggest pet peeves is folks leaving reviews like "I spent two years on this game and I've only gotten to level 3!" and immediately excluding any other possibility than the game sucking

Looking at their meta now, there's not much going on on the first page of new questions with regard to reopening... but I spent a few months on Workplace last year, and seem to remember meta being regularly used for such requests.
 
@Bookends I think its fine for people to have priorities, and I think meta is fine for discussing closures
In theory its not problematic if someone just reopens or just closes, as long as the closings and reopenings are ok

That one is part of a failed pilot for our army... the soldiers in the pilot complained the uniform isn't comfortable, makes them sweat more, and looks like the enemy uniform, thus will result in lots more friendly fire cases during war.
So the army just spent millions over nothing. :/

Oh, lovely. The army sent me three different dates to come in for a chat, so I need to go check my automatically created profile on their website to see which of those three dates they actually want me to come into.
