There's a site setting that overrides privilege levels on a graduated site and forces them back down to public beta levels. But it has nothing to do with any styling.

All privileges are site settings too, so they could also be manually adjusted if it was really necessary

I don't know that it's "new"... I've been talking about pestering the CMs for something like that for IPS for all low-rep users' questions... sort of a question proving ground before they go live on the site... high rep users could review them and suggest edits or clear them to go live.

Triage has three options: "Looks OK", "Requires Editing", and "Unsalvageable". The first two just advance the task, while the last requires the user to select a flagging option before the review gets recorded. One problem is, "Requires Editing" is only supposed to be used for cases where the post is a good, on-topic question, and the only things wrong are spelling, grammar, etc., but it's often used for a wrong reason:

Many people use it on off-topic questions, to indicate that the question can be edited to be on-topic by adding the needed additional details by the author. Confusingly, the guidance within the queue says "where edits by the author or others would result in a good, on-topic question". (@Catija )
