Hmm...the folks over at NEO are quite intent on getting us to bend the rules...
@RobertCartaino As others have said above, the NEO blockchain and its developing is still at its absolute infancy. With the core of the documentation being chinese, neo.stackexchange.com was an immeasurably useful, English-speaking haven where new developers could come and get their questions answered. It was a proper bootstrap to coders new to this whole system. There's no a system better than a StackExchange for a programming project, and no discord or slack is going to ever come near to its capabilities. @Shog9 Is the fact that reputation gain from suggested edits is reversed when the post is deleted, intended to discourage people from suggesting edits to posts that are likely to be deleted?
 
I seriously doubt it. Editing is usually beneficial and can mean the difference between a good and bad post. The reasoning for the deletion isn't even part of it, so that seems like pretty strong evidence that it's just part of the "no one earns/loses rep due to a deleted post"...

@Catija So I guess that's why that specific type of rep loss is kept obscure by default, unless you're carefully watching your rep numbers (no -2 on reputation tab heading, not shown in actual list unless you check "show removed posts" or go to /reputation)?
 
Very little that's negative rep-based is made obvious.

@JonEricson Do we leave some sort of mark on questions that are posted through the app? I suspect that some off-topic questions get posted here because of the app's advertising in the App Store/Play Store, and the UI they are presented with after installing the app.

@Catija After all the Republican Party themselves admitted that the vote in states that implemented ID laws ended up being slanted toward themselves
During the November 2016 election I had to explain to the person checking IDs that the last name was marked under "surname" and the first name under "given names". Apparently very few people use a passport. Those are expensive, and the only reason my family and I have one is because we frequently travel to India.
 
I'm always somewhat surprised that relatively few Americans seem to have a passport.
 
@Bart It's less surprising when you go through the process of renewing yours -- you have to go to a postal service location, most of which only accept passport applications during set hours on the weekday (and usually a subset of that time is for walk-ins, the rest by appointment), then pay for the fee, get a photo taken, and wait ~ a month for it to be mailed to you.

@Ano Looking at the requirements, you're correct; last time I renewed I fit into one of the requirements of not being eligible.
@Bart At my local post office, the hours of accepting passport applications are from 8:00 am - 4:00 pm on weekdays, or time that work/school is occurring. And sometimes one might have to wait upwards of a half hour, which means one would have to specifically plan to take off of work/school for it.

@hichris123 still nothing out of the ordinary. In the Netherlands you'd need to go to town hall. Here in CH I have to make an appointment at the embassy within a 15 minute window. If you're late, you're out of luck. Great fun.
Anyway, overall the rate of having a passport seems much higher over here than in the US. Granted, if I trip over my own feet here, I'm in another country.
 
Sounds like it. Although I bet the culture is slightly more relaxed towards it in the Netherlands; if you told your boss you were taking off for a couple hours to get your passport at most jobs you'd probably be laughed at in the US.
 
I've not renewed my passport when it expired in 2011. Never missed it. Saved me time and trouble.

@hichris123 Where people work in jobs where they get fired if they miss a single day, even though they have available vacation days. That's why the usage rate of vacation days here is so low; workers are willing to work unpaid for a few days to ensure their job isn't lost.
