True. PPCG was an interesting case: they somehow acquired 6 pro tems by the time of 1st election. So even with 4 open slots, no room for newcomers.

Additional mods called up later, sure. But never more than 4 elected at one time, and 4 is rare.
 
I'd think that it'd not be too rare on first elections from beta to Graduated? Seems like a decent number of beta sites have four mods to start.
