Um... because it's probably not each employee... it's usually a few people setting up 50-60 accounts.

@gparyani It doesn't really matter. Even if they get through the proposal phase, without having any high-rep users supporting the proposal, it can't get through commitment.

I remember that in case of deletion from review (when the OP is given the ability to self-undelete) any delete votes are indeed cleared.

Implemented in build 2014.1.23.1883 on meta and 2014.1.23.1324 on sites. An delete undelete sequence on a post by the post owner will invalidate only the owner's delete vote when the undeletion is made.
