Um... because it's probably not each employee... it's usually a few people setting up 50-60 accounts.
@gparyani It doesn't really matter. Even if they get through the proposal phase, without having any high-rep users supporting the proposal, it can't get through commitment.

@gparyani That doesn't bypass fraud detectors... and they'd need a lot of their employees to devote a lot of time to earning rep in order to achieve that.

Or is the author's attempt to undelete only counted as a vote because someone else also voted to delete?

I remember that in case of deletion from review (when the OP is given the ability to self-undelete) any delete votes are indeed cleared.
 
It should be, because mods have done that technique to remove close/delete votes.

m0saImplemented in build 2014.1.23.1883 on meta and 2014.1.23.1324 on sites. An delete undelete sequence on a post by the post owner will invalidate only the owner's delete vote when the undeletion is made.

@E.P. Badges are given by scripts that run at some intervals. You will get your Nice/Good answer badges within 24 hours. Hats are generally not given for content that predates winterbash (well, except for hats about editing or deleting such content)

Okay, that explains it. I was confused by "has a bunch of other site profiles" -- They did have a number of site profiles tied to the same network account, but then proceeded to post using different ones, because of the said restriction.
