Well, I won't comment when downvoting if the close reason will explain it at the end. So, put aside "list of reasons to downvote", there's none other than "Other".
It gets murkier with the answers though, but again, I won't comment if it's one of the reasons listed in VLQ review. Except the comment might not be posted in the first place.

Compare with those canned comments in LQRQ: they are completely optional, to be used only when they fit. Yet, some reviewers honestly think (and say so on meta) that one shouldn't vote to delete unless one of reasons fits. UI makes them think so.

A solution would be to put a new link next to "comment" when you have a downvote on the question. It won't increase the click count for those who don't want to comment.
another positive is that it teaches people what kind of language is expected in the comment section
