Chat and Meta becoming ghost towns is not particularly problematic. We have quite a few sites on the network that get very little to no consistent activity on either of those platforms but are still able to successfully run. The major problem here is the lack of community moderation, and a build-up of very low quality content and even spam on the main site. @Ano blame the new top bar for the delay, the review icon is totally useless, and never showing when there are pending reviews.
