Yes and yes. Though the main reason is not spam reduction, but low quality question reduction.
SO is not the only site on the network that requires registration though.
Other sites that require registration to ask: askubuntu, electronics, math, physics and software engineering.

@NVZ Most spam comes from registered accounts. I imagine an assembly line sort of thing: one worker fills out Gmail registrations all day, another creates accounts using that email, the third posts spam.

Elias is right. The reason is that SOCVR has more than enough users to deal with spam, and that Tavern has purposes other than dealing with spam.

For the same reason, Tavern only gets spam reports if the post is not deleted in 5 minutes, which means most of reports are not seen here.

@NVZ when looking at spam, when you're unsure, it's a good idea to look at the user account. If they've been around and active on the network for some time - benefit of the doubt. It's the users who have account - rep 1 and no other posts throughout the network (unless they're spamming the same thing) that it's safer to assume it's spam.
