@zaq I bet it's a compromised account, i.e. totally normal person with ordinary twitter account, that spammers got hold of her username/password and using it to spread the spam. Seen this used a LOT with Facebook comments on media posts.

@hichris123 the code doesn't care about captured groups (strictly speaking, they should all be non-capturing since we don't use them; but ?: is a pain to type everywhere). So if you change to that, it works but will put > </a> in the why data. I think it's better just to get rid of nofollow noreferrer, leave it at (?<=>)[^<]*(?=</a>)
