Not only is your argument based on an overly simplistic model, your assertion that mods cause deletion is completely wrong. Mods are among the most anti-deletion people on meta. Let's restrict attention to users with 15K+ rep. There are 6414 of these, of which 19 are mods. That's already problematic, in a needle-in-haystack way. Add former mods to increase the size of the group. What parameters could be relevant to mod-candidacy? # of Meta answers (and their total score), # of answers/edits/upvotes/downvotes/reviews/... various badges that go into candidate score... anything else?
