@ProgramFOX yeah, just checked older reports and it's there for manually reported posts as well.
So the bug is that the URL of the manually reported posts is lost somehow. (i.e. I don't think it's Meta Smoke bug.)
 
Either it's a bug with Smokey communicating with MS, or a bug on MS's side. I have no experience in either part :P

@zaq indeed, the "DisplayName" field of chat is static, filled once when a message is created and not synchronized with the actual display name. Very useful to find past names. :-)

The process of deletion of chat profiles is woefully undocumented. Can one request it along the site profile deletion? How to request it later, when main site profile no longer exists? Is there a rep threshold beyond which mods can't delete it, the way it works for site profiles? Etc.

Also, all of the above may be different for chat.SE (same chat account for many sites) and chat.SO (a chat account linked to specific site, using the same userIDj.
 
@zaq complicated probably because ordinary profile deletion went through lots of changes, while chat profile deletion didn't, code wise. They probably didn't want to spend extra time on something rarely used, preferring to do it manually when needed.
(after all, how many users who are/were active on chat ask to delete their profile? Not many.)

The problem is that I don't see any community consensus to do this at the expense of good content.

if it's off-topic and good quality, then look at finding a migration path, or it's just a prettier kind of trash

The problem lies in the fact that the question has a really good answer.
