What is your question about that error message? It is telling you that you can only create a total of 5 example questions and that you have already done so.
 
I want to know the criteria for inactivity. (If proposals are inactive for specified time then it will be closed But I don't know that time duration)

@Pandya locked means nobody can vote the post (up or down) or edit. There is also historical lock, which in addition to those two prevents even flagging. You also can't post comments on locked posts. Protected just means that to post new answer, one needs at least 11 reputation, without association bonus. No restriction on votes or edits.

but those MSO posts aren't tagged featured
 
But only the election result doesn't have a "featured" tag.
