We want to make the Internet a better place, and not just for 'expert' questions.
Beginners become experts, but they've got to do the simple stuff before they can do the hard stuff.

If it's not something I do everyday, I Google it and smile when I see an SO in my results. My first step of "RTFM" is often going to SO first and being pointed to relevant docs by an answer.

@Braiam that's a problem on SO as well. But it's also why there are so few opportunities to "grind" for rep; you gotta produce something that's useful to others or you're just filling space.
I mean, just keep in mind... We don't exactly prevent Spanish people from using English SO.
Whatever cultural problems exist, there's a really good chance we're already dealing with them.

Problem is, we're often dealing with them through a language barrier. Which means less nuanced "this is why you shouldn't do that and should do this instead" and a lot more "NO! Bad User! slap"
This is where ESSO may help a lot
SO has a learning curve. English has a learning curve. Programming has a learning curve... Trying to scale all three at once is a Problem for a lot of folks.

(searching for it resulted in loads of hits on 'how to link to a specific answer', but not how to properly link to and cite or even quote a stack exchange answer on another blog)
