Sure it is. Why else would there be a question on "willing to watch the chats" on the meta questionairre? A good moderator has a good feel for the community outside of the queue. The queue is important, but I see moderating as a broader scope.
 
@SterlingArcher I think the debate is about a harsh janitorial focus necessary in a moderator versus a jubilant caring encouraging mentor that you may want to portray yourself as but that doesn't have qualities that intersect with moderatorship

Someone should update the filter to catch substitution of digits with letters in phone numbers.

That's an abuse of a custom close reason. I'd love to see a timeout for such nonsense.

if that happens, I'd be able to search the largest repository of spam we have. That'd probably help with regexes
