I select a colour with the "Select by color" tool, change the fill colour to red ff0000, or 255,0,0, but when I click the selection to fill, it looks brown. @NormalHuman This crossed my mind, yes, That is why I was trying to confirm that one was indeed one motivation. As I said in the question on meta, the current rep requirements does not enforce much, as you can just post the image in the question editor, grab the link and have it oneboxed here.
A more worth setting would be to disable oneboxing for user under a certain rep cap.
or at least, image/video oneboxing

Still, I'm thinking there could be a second tier of mods, deputies to sheriffs of sorts. More gradual promotion.
 
Who would serve what purpose? Where is the gap between mods and high-rep users that need to be filled?

@NormalHuman to clarify what I previously said, mods might get more comment flags but they spend considerably less time processing those versus other flags - Spending longer than a few seconds on a comment flag means you're doing it wrong
