Q: Why is the chat UI so retro?

I just auto-migrated an extended comments discussion to chat for the first time, and had to look twice at the address bar to believe I was still in the stackexchange.com domain. The design looks OK on mobile, but the desktop version is less than responsive, and the graphic look is straight Web 2....
