A variety of choices applies. Some go for "too broad" as well. I prefer "unclear" because you've essentially not asked a question yet. It's a statement of the homework problem, not what you specifically have a problem with.

(I'm guessing 'cause there'll be abuse?)
 
To some extent, yes. And you can ask good questions about your homework. So it's not homework that's by definition off-topic. It's bad questions.
The context in which you're facing a problem doesn't really matter.
