A: Why can't a user talk in a math.SE chatroom if he/she is banned (suspended) on another SE site?

ManishearthI fixed it for you, it requires a moderator to force-refresh your chat profile. (Note: deleting would not have worked. The unsuspension is pinged over to chat when it happens, IIRC, and if you deleted your Physics while your parent was Physics, it would be even harder to switch it over.)

@ShadowWizard Suspended for a decent length of time means you did something wrong though. A normal chat suspension lasts 30 minutes to a day. If you are getting longer than that to (I'm guessing a year based on the time remaining), is it appropriate to let that behavior propagate across the network?
I don't know @UniformsForSale's history, but a year is not something that a moderator just hands out. It generally involves a conversation with AT LEAST the other moderators of the site issuing the suspension.

They wanted a "library of good answers to good questions", a "library" of programming knowledge you can't/couldn't obtain in other parts of internet be...

I couldn't stop but write an answer to that.
There's definitely room for a bigger one, but this is a start.
